I am using OpenOffice, Firefox an Thunderbird.
I stopped all of them, and renamed the folders:
~/.openoffice.org
~/.mozilla
~/.thunderbird

The error was still there: after reconfiguring OpenOffice for my user, I was
still unable to save and open password-protected files.

Maybe it is something else?

FWIW I totally agree with you on this. :-) I am actually a bit puzzled by the
fact that there is no error reporting. I tried to compile a debug-enabled AOO
some days ago and got a somewhat cryptic error log (I am now going to attach
it).

I am not sure I can contribute to this topic. Office programs are not my cup of
tea, I am sorry.
