I was able to reproduce the bug by doing the following:

Expected:
1.    Open Writer
2.    Click Format -> Page… -> Page
3.    Edit one of the margins to 0.01”
4.    Receive a popup that says, “The margin settings are out of print range.
Do you still want to apply these settings?”

Unexpected:
1.    Open Writer
2.    Drag one of the margins all the way to the edge of the document
3.    Nothing happens, there is no warning, Writer allows you to move the
margin

This bug seems to relate more to the design of Open Office Writer. Some people
may feel that this isn’t a bug at all and that it is just a feature that could
be added. In the original creation of the page area alert, it seems like there
was a conscious decision made to only alert the user if they are using the
Format -> page -> page tabs. This could have been due to the fact that when a
user manually drags the tab over, they are seeing visually what is going on.
When a user changes the margins using the format->page->page tab, they are
simply entering a number but cannot visualize what is going on in the
background. It could be argued that the alert box is only needed in the
scenario when the user can’t physically see their page layout until after they
click the save changes button.

Even though you are alerted when making the margins too small from the format
tab, it doesn’t necessarily mean that you have exceeded the print range. The
actual printable area of a document depends on your current print driver. It is
not determined from the type of word processor that you have. If you print the
document on a different printer then the one that is connected when you format
the document, the margins may be able to be wider or taller.

Microsoft Word

The same behavior can be seen in Microsoft Word 2011, version 14.1.3 (110805).
If you open a new document, drag the left margin all the way to the left, MS
Word allows you to do this but if you click the layout tab and set the left
margin to 0.01” an alert box comes up that says “This margin will lie outside
of the document’s printable region. Part of the document may not print on the
page.”

The feature request mentioned in the link below may be something that would
help with this.

It should be noted that this link also describes a different bug in that writer
can have the right and left margins overlap. It is similar to the bug that
Msanfrey describes but not exactly the same.
