To be clear, I am not referring to cases where Apache OpenOffice does not
recognize what the file is and offers to filter it as text.  The "#" case I am
referencing is when the document is in a recognized format and the content is
actually nothing but paragraphs having runs of "#".

When a filtering as text is offered, it might be a case of a corrupted/failed
save or it may have a different origin.  Individual analysis of available
information is required for those cases.
