But your are using LibreOffice. So, this doesn't fit. Please ask (also) there for help. When loading a CSV file in OpenOffice, in the you can declare a different type (e.g., text) for a specific column. In your example make sure you change the type for the second column from "Standard" to "Text in the "Text Import" dialog. When you don't do this, then a number format is assumed.
