First of all please note that this is an international project. So, you need to
write in English to get help. I only can understand this problem (mostly) due
to your video. So, thanks for this.

Second point, this is the issue tracker for OpenOffice. But your are using
LibreOffice. So, this doesn't fit. Please ask (also) there for help.

When loading a CSV file in OpenOffice, in the you can declare a different type
(e.g., text) for a specific column. In your example make sure you change the
type for the second column from "Standard" to "Text in the "Text Import"
dialog.

When you don't do this, then a number format is assumed. But this means also
that leading zeros are deleted because real numbers don't start with a zero.
