How to distinguish text in saved CSV files

When creating a CSV file from Apache OpenOffice Calc, use the option to "Quote
all text cells."  When saving from Microsoft Office Excel, use similar options.

This will produce a CSV where all text cells, wherever they are located,
whether in columns, rows, or specific cells, are distinguished by being quoted.

With the options shown here, Microsoft Office Excel will open the CSV correctly
without any interaction.  (Different character sets may depend on settings of
the software configuration and internationalization.)
