Even when running on Windows 10 x64, a 32-bit version of Java is required. The 64-bit version that you probably have installed is not usable. Install a 32-bit JRE in addition to what you have and it should all work. Apparently, not all of the error messages about Java being needed are specific enough. We can look into that. Please confirm whether the above advice solves your problem.
