Hardware: PC
OS: Windows 7
Writer version: 4.1.2

I was able to reproduce this bug, using the same version of Writer.

I used an MS Word document that was saved as 97-2003 format and included a
password. When I opened this file in Writer, and performed a "Save As" action
without a password and saved it as an .odt file, I found that upon re-opening
it, I wasn't able to edit the file as it was set to be read-only.

Steps to Reproduce:
1) Create MS Word document, with password protection, and save it as an older
format "Word 97-2003 Document (*.doc), if none available (see attachment)
2) Open this file in OpenOffice Writer
3) Enter password, when prompted ("password" for attached file).
4) With the MS Word document open, select "Save As" from the "File" menu.
5) Select "ODF Text Document (.odt)(*.odt)" from the "Save as Type" dropdown
list
6) Deselect "Save with password" checkbox and save.
7) Close the saved file and reopen it in Writer
8) Click the "Edit File" icon, if it is not already selected
9) Enter text into the document and note error message.

Actual Results:
The Writer version of the file is not editable. When the user tries to edit the
contents of the document, an error message is displayed stating that "Readonly
content cannot be changed. No modifications will be accepted".

Expected Results:
The file is editable.
