It is up to the producer to determine the quality order, perhaps based on knowledge of the image and its nature. I also note that in ODF 1.2 Part 1 section 1.4.1, the first paragraph and the third paragraph are a bit contradictory, in that the consumer has an unqualified choice in the matter (1st paragraph) but "should" choose the first one in the list that it supports (3rd paragraph). It appears that Apache OpenOffice *is* attempting to use the svg+xml version inside the .odt package at Pictures/1000CE3E00002D7800002A30EBA6D4CCCA564288.svg and failing. If I extract that component into a separate file of that name, it opens just fine in Apache OpenOffice Draw (and also in Microsoft Edge). It does not render properly in LibreOffice 5.0.0 Draw, however. It appears that 1. There is a defect in Apache OpenOffice processing of the SVG file when it appears internal to the .odt package. 2. There seem to be interoperability issues in the creation and handling of SVG images between Apache OpenOffice and LibreOffice that should probably be coordinated better when the respective projects maintain and enhance their support for formats where interoperability among ODF supporting applications matters. PS: The .odt opens in Microsoft Word 2016, but the drawing does not appear at all. PPS: Another curiosity. If the original .odt file is opened in LibreOffice 5.0.0 Writer, the drawing appears and use of Zoom confirms that it is the graphic and not the PNG that is being used. However, if the document is resaved under a new name using that LibreOffice version, the new package has the .svg graphic extension changed to .svm and the manifest has manifest:media-type="".
