The file is over 2MB so it might not be accepted as an attachment for Bugzilla.

Opening the file in Excel 2016, I notice that there are three sheets.  Sheet3
is empty.  Sheet1 has 385 rows with data but there are at least 16980 rows
which appear to be mostly empty, except there are borders on the left on column
AC cells and on the right of column AE cells starting downward forever at row
16981.  Sheet2 has 42 used rows with no data but then has the peculiarities in
its blank material for many rows down to row 16980 and beyond.

Now for the interesting news.  

 1. I can also open the original file quickly and without difficulty in
LibreOffice 5.0.0.

 2. With Apache OpenOffice 4.1.2 on Windows 10 Pro x64, opening the file stalls
in Loading according to the status bar at the bottom of the page.  OpenOffice
is running, and its memory requirements are slowing increasing (though not to
any  shocking value).  It is difficult to know if it will complete in some
finite time.  It is clear that it is hung up attempting to convert the .xlsx
file.  I stopped the program after about 20 minutes.

 3. While I was waiting to see if AOO 4.1.2 would finish loading the document
before I needed to wrap this up, I did upload the .xlsx file to Microsoft
OneDrive.  I went to my OneDrive on the web using Internet Explorer and I was
then able to open the file there.  It opened with Excel Online just fine.  I
think just reading a file will work without a Microsoft Office account, just
with a OneDrive account.  THIS SHOULD BE TRIED AS A NEAR-TERM WORKAROUND.
