The Visual C++ 2008 Redistributable Package included in the 4.1.3 RC1 installer
are version 9.0.30729.17 while the ones included in 4.1.2 were 9.0.30729.5677
According to
https://www.microsoft.com/en-us/download/details.aspx?id=26368
the latest version includes security updates
It is probably just a matter of changing the files packaged in the installer
