I was successfully able to replicate the issue and narrow it down, isolate.

Configuration:
Windows 10
Processor :AMD FX(tm)-8120 Eight-Core Processor, 3100 Mhz, 4 Core(s), 8 Logical
Processors
Installed Physical Memory (RAM)    8.00 GB
AMD Radeon HD 7800

Issue replicated on:
Open Office Writer 4.1.2
Open Office Writer 4.2 Beta

By following the steps in the initial report I was able to successfully
replicate this issue. I noticed that issue is related to the note/footnote in
that document. You might click return button in any place if it will change the
note position.

Original document contains two footnotes (one on page number 2 and one on page
number 3 ). The issue is related to the first footnote (page number 2).
There is a note next to the Arabic text: هَدَفٌ ج أَهْدَافٌ  (Google translate: 
 C
target goals) and explanation/footnote for it. As soon this Arabic text try to
cross its footnote so the text would jumps to the next page (e.g. by pressing
enter) writer hangs. 
To make it more clear I deleted all other text from the original file and left
only this text and related footnote (odt file attached + screenshot). Please
follow below steps to replicate the issue
1.    Download Footnote.odt file from the attachment
2.    Open the file in Open Office Writer
3.    Start pressing enter to move the text to the next rows
4.    As soon Text try to jump to the next page Writer hangs

It seems that this issue is related only to this particular text/note. I tried
to replicate this issue using different text, notes (also with the second
Arabic footnote in the original document) but issue didn’t occur.
