I managed to work out how to do a workaround for this and have posted it here as poster "LastUnicorn": https://forum.openoffice.org/en/forum/viewtopic.php?f=15&t=85630 That said this is a devil of an issue and should really be fixed. The default install of OpenOffice should make it possible to right-click, create a new document, and have it open in Writer with the language already correctly set. P.S.
