Issue is related to Issue 91398 which is fixed (unconfirmed).
Issue found on double screen view (extended display view), when main screen1 on
the left and second screen2 on the right). When investigating this issue I
realised that popup windows behaviour is not consistent for many Writer
tabs/settings. It seems that Writer remembers for many windows where actually
the window was closed and it will open next time where it was closed (even
divided on a two screens). I attached two “odt” files which I used for the
testing on two screens. 

Steps to reproduce issue
1.    Open two attached files (Screen 1, Screen 2). E.g. “Screen 1”on your main
   screen and “Screen 2” on your second screen (you can open them on fullscreen
for better visibility but is not mandatory). 

2.    When Screen 1 is active click “F7” on your keyboard to open spellchecker.

3.    Spellchecker opens in the middle of the FIRST screen 

4.    Close the spellchecker and make your second screen active and click “F7”
again.

5.    Spellchecker opens in the middle of the SECOND screen.

6.    Now repeat the steps 1-4 for “F1” button (to open help).

7.    The second time when you open the Help window it opens in the same place
where it was when you were opening it for the first time not in the middle of
the second screen. You can even move the window to a different place.

I have done the test for a few windows to check how they handle this issue.
Tested “Writer” windows which open incorrectly (where it was last time open)
are:

Help 
Tools -> Options
Format -> Columns
Also I have checked this issue for other OpenOffice products.
For example:

Calc
•    “Open” (ctrl+O)where it was last time closed (even divided on two screens
if you open on screen one and close it on screen 2)
•    Tools->Options as well
Draw
•    Help where it was closed
•    Tools->Options as well   

I have also noticed a little bit different result for affected areas if you
change settings for extended display view (like screen2 is your main screen)
Issue can be quite annoying when you work with few documents on two screens as
it is hard to remember where pop up window was opened last time. I think that
the best solution would be to always open the windows in the active screen (on
the screen on which you look at the time of opening it), so you will not have
to look for it each time.
