I looked into this issue by investigating how the behavior differs between
different OpenOffice products and on the other hand competitive products.

CONFIGURATION:
Windows 7 Enterprise SP1
OpenOffice 4.1.3 (English [US])
Microsoft Office 2013
LibreOffice 5.2.3.3

*OpenOffice 4.1.3*

** Writer (attached a GIF animation demonstrating how the product behaves when
you click font size field - I will call it Highlight In 3rd Click [HI3C])
** Calc (HI3C)
** Impress (HI3C)
** Draw (HI3C)

CONCLUSION: In OpenOffice products it appears to be a default approach to NOT
highlight font size when you click it first time

CONCLUSION: In two competitive products it appears to be a default approach to
highlight font size when you click it first time

SUMMARY

>From user perspective the behavior (HI3C) of OO is not consistent with
competing products and requires a bit more clicking to change the size. It is
good to note though that the behavior is consistent inside OO products itself.

It's also good to note that this pattern reflects to other fields (e.g. Apply
Style or Font Name) - OO doesn't highlight those and competitive products
(excluding LibreOffice) do. If you would change just Font Size field behavior,
it would be inconsistent with other fields (e.g. Font Name field).

I tried to find a conversation about the history of this behavior in OpenOffice
forums, but didn't manage to find it. Considering that OpenOffice has behaved
this way at least until from 3.4.1, suggests that it's been working like this
for a long time, perhaps since LibreOffice development started.
