I was able to reproduce this bug with OpenOffice 4.1.3 AOO413m1(Build:9783)  - 
Rev. 1761381, on two environments:
- Windows 10 Enterprise 64-bit
- ubuntu 14.04 LTS 64-bit

These are the steps that I used:

1. Create a new Empty presentation
2. On the Menu Bar, select View > Master > Slide Master
3. On the Tasks pane sidebar, go to the Master Pages tab.
4. Under the Available for Use section, select any pre-packaged slide master.
5. On the Slides pane, select the second slide master that appeared.
6. On the slide, click on the Object Area for AutoLayouts.
7. On the Tasks pane sidebar, go to the Properties tab.
8. Under the Paragraph section, click on the arrow next to the Bullets button
and then select More Options to open the Bullets and Numbering dialog.
9. Under the Customize tab, leave the 1 - 10 Level selection by default and
click on the Character "..."" selection button.
10. On the Special Characters dialog, select any character you want and click
Ok.
11. Back on the Bullets and Numbering dialog click Ok.
12. You'll see that the selected character for the bullets is applied for all
levels.
13. Now click Close Master View on the Master View toolbar.
14. Back on the Normal view mode, add a second slide.
15. Now add some text with bullets up to five levels. You'll see that the slide
master change in the bullet's characters is applied.
16. Save and close the presentation.
17. Reopen the presentation.
18. Go to the second slide and you'll see that the bullet's characters for all
the levels BUT the first one were reverted to the defaults.

By doing a follow up from this state, I noticed that you can no longer change
the bullets characters for any level BUT the first one in the Master view.
Furthermore, even though you can change the bullet character for the first
level, the slide in the Master view does not show any change, you have to close
Master view in order to see the change reflected.

You can still update and use other pre-packaged bullets slide master, however,
if you save and reopen the document, the same problem occurs for any edited
pre-packaged slide masters.
