plastic model decals

Thank you for responding.

In Writer, I click Insert -> Picture -> From File. This image is 656x455 and
the paper size is a standard A4 size. Yet this image fills up the entire width
of the page. This image is a scan of waterslide decals to a vintage Buck Rogers
starfighter plastic model. I scanned this as a backup because it's possible
that the decals have aged too much. 

I scanned them with something between 100-300dpi. But the dpi should only
enhance the image quality, not the size of its dimensions. I've used Writer for
decal printing before with no problems. If these scans are blown up to a larger
size like this, then their accuracy is gone.
