I am not sure why this started happening.
I frequently create Presentations via Impress. When I tried to make an image a
hyperlink the toolbar button highlights, but no dialogue box or options opens.
The button remains highligted until I click it again. Then it appears normally.
I have tried using the drop down Insert Menu instead, but the behavior is the
same.
I have found the same behavior in Calc.
I have reinstalled the software several times all to no effect.
This appears to be some bug.
