I can also repro this on Windows 10, with the version of writer from the
original report (From Open Office 3.3.0) but it does not occur with a newer
version, 4.2.0

Reproduces with: Win 10 x64, Writer 3.3.0 - OOO330m20 (Build:9567)
Does not reproduce with: Win 10 x64, Writer 4.2.0 - AOO420m1(Build:9800)

Minimal repro steps:

1 - Change input language on Windows taskbar to English (United States)
2 - Open Writer
3 - Open Options -> Language Settings, and change the default language for
documents to "English (USA)"
note: NOT "Deafult - English (USA)"
4 - Change input language on Windows taskbar to English (United Kingdom)
5 - Type a word that is different in both languages e.g. "color / colour"
6 - Note the USA variant gets the red highlight for incorrect spelling
7 - Confirm spellcheck still set to USA in Tools -> Language menu
8 - Press f7, and compare language

Actual result: the Tools -> Language menu shows English USA is still in use,
but the f7 window and highlighting behave as if the users' Operating system
default, English (UK) in my case or Swedish in Original report, was chosen.
Expected result: Changing input method in Windows should not override Writer's
language selection
