Under Cygwin with the latest updates GNU make is no longer detected:
checking for GNU make...
configure: error: not found. install GNU make.
Environment:
CYGWIN_NT-10.0-WOW VM-W10-AOO 2.9.0(0.318/5/3) 2017-09-12 10:41 i686 Cygwin
Installed GNU make is 4.2.1-2
Going back to GNU make 4.2.1-1 solves the problem.
