Reopening does not make any sense. It is possible that Kannada has not been published yet for other reasons. If there are volunteers please ask them for status of the translation and if they think they are ready for our next release on 4.2.0 which is scheduled for this year. There is a lot of stuff happening at the moment. Please note that since we moved to Apache the complete process changed. So I really have no clue what is the detailed issue in general for enjoying your language atm.
