If you use inch measurement, the convention everywhere else is to subdivide the inch by halving, then halving the subdivision again successively to the desired precision. 1/2", 1/4", 1/8" 1/16", etc. When you set the ruler in OpenOffice to show inches, it will consistently divide the inch into 10 equal parts. When using metric units, the convention is to subdivide a unit in 10 smaller units. When you set the ruler to show cm, it will consistently divide the cm in 4 equal parts, with a bolder mark for the half cm. One sensible option is to use the normal conventions, as outlined above. Another one is to have the subdivision follow the grid, although this may be messed up if grid measurement does not match ruler measurement.
