I read some comments in the Open Office forum where people did the same thing- checking IE for what java version to install. In any case I initially installed the 64-bit java version. Then read later that I need the 32-bit version for calc so I uninstalled the 64-bit and downloaded the 32-bit but I am still not able to save .ods files as .xml. I also have already looked under Tools->Options->Java and the java program does appear and is selected.
