I have managed to reproduce this issue.
My environment is:
OS: Linux - Ubuntu Bionic (18.04)
OO version: Apache OpenOffice 4.2.0
OO build: AOO420m(Build:9800) - Rev. 1846402

My steps to reproduce:
1. Open "Styles and formatting" in the sidebar
2. Right mouse click on empty space and select "New"
3. In the new style properties form click on "Condition" tab
4. Don't enable any options (specifically leave "Conditional style" unchecked)
5. Click OK to save the new style
6. Right mouse click on the new style in the style list and select Modify
7. Go to Conditional tab and you'll see that the option is now selected and in
the style lists this style is also listed in "Conditional Styles" list.

This seems not related to the type of the style that we are adding.
The critical condition here is to click on the "Condition" tab in the new style
properties form which then toggles this option even if we didn't intend to.
So there is a workaround to add a non conditional style and that is if we never
click on the "Condition" tab it will be fine.
