Screenshot of conditional formatting issue

It seems that the "less than" and "greater than" symbols are switched when
using formulas in conditional formatting. I am using the formula:
"IF(B33+D38)<C28", then the cell style is changed to make the font in B38 and
D38 red. However, "less than" seems to function as "greater than" and vice
versa. 

Please see the attached screenshot to see what I'm talking about. The
screenshot shows that the sum of B38 and D38 is greater than C28, but the font
is still red.
