Cannot confirm with the following configuration:
Intel (R) Pentium(R) CPU 4405U @2.10GHz, 2112MHz, 2(Core(s) 4 Logical
Processors
Total Physical Memory 8.00 GB
Operating System: Windows 10 Home OS Build 10.0.17134.407 Version 1803
Apache Open Office:
AOO416m1(Build:9790)  -  Rev. 1844436
Additional Language Packs: None

I inserted the screenshot the op attached to the report and also inserted a
4.66 MB jpeg from my system with no problem. I inserted them 3 different ways:

1: using File->Insert->From file
2: Drag and drop from folder
3: Cut and paste from clibboard

In all instances the pictures inserted with no problem. My  recommendation
would to be to uninstall AOO 4.1.6 and re-install from a fresh download just in
case something may have become corrupted.
