I have successfully reproduced this issue according to the steps provided

Steps:
1. Create a text.
2. Add footnote at end of paragraph (Insert-->Footnote) using ** as the
numbering. 
3. Save in Word 97/2000/XP (.doc) format 
4. Open .doc file
5. Repeat the steps 2 to 4 with other specials chars i.e. @@ &$

Actual Result:
* Observe that the cursor is not placed just after the second *, but apparently
inserts few blank spaces between ** and the cursor

After Save
The second character in the footnote number is moved to the right by
approximately one space. 

This problem occurs with other special characters that are doubled (i.e. @@) as
well as two special characters that are not repeated (i.e. &$), too
