I was able to replicate the issue following the steps described in the
description and the additional steps provided by Meike Mertsch for the scenario
he has found using the following environment:

-       Windows Server 2012 machine 
-       Version: 6.3.3.2 (x64)
-       Build ID: a64200df03143b798afd1ec74a12ab50359878ed
-       
Since the interface has been change a little, please follow below steps to
reproduce it in the latest version:

1.      Create an Impress presentation that has one slide 
2.      Click on “Insert” menu and select Header and Footer option
3.      Select Date&Time checkbox and select Fixed or Variable radio button
4.      Check "Don't show first slide" option
5.      Click on “Apply to all” button
6.      Add a new slide and notice Date&Time/page number is not displayed in
footer 


I think this issue should be taken into account to be fixed because even tough
we are setting the footer format on a presentation of one slide and we are
selecting “Do not show on first slide” option, we are applying this
configuration for all slides as the “Apply to all” button suggests, so not
having the  configuration that we previously setup in a new slide does not seem
a correct behavior, in addition  comparing the same functionality with a
competitor like Power Point this functionality works when having only one slide
and “Do not show on first slide” option selected.
