Well it is open source, why don't you have a look? ;-) It seems, they based "their" font on the version 1.7 copyrighted by Sun Microsystems which can be found everywhere to download (although I doubt that it was ever free to use). However, we need to find someone who has knowledge in font design. Something changed with Window 8 upwards, that causes version 2.4.3 of OpenSymbol to be rejected and substituted by Segoe UI(?).
