Yes, even with a complete reinstall but without resetting the profile (this is
what I tried first).

So thank you oooforum, all was very well documented in the forum you told me to
go to (see link in your previous comment). I reset the profile, ran CCleaner
and the reinstall process did work.

I could install French + German + English dictionaries extensions and they work
well know (just as before all things went wrong a way I do not know, but I know
how to repair it now :)).

Tip for other people that could be in my case : there were a student version of
Autodesk with chormium processes that prevent OpenOffice to install, locking
special files. Killing the process trhough the Task manager did not work but
quitting the Windows backfound processes that are accessible at the bottom
right hand corner released the files and let the OO install finish properly.
