Steps to reproduce:
1. menu 'Data - Filter - Standard Filter'
2. Press Tab key till the thumb of a vertical scrollbar gets the focus.
The thumb is blinking.
(the same effect can be achieved with mouse e.g. click
the down arrow on the scrollbar).
Rather unusual feature.
