In addition, the schema for Action needs to ack. the Annotations key and the specialized values (e.g., `require-whisk-auth`, `web-custom-options`) and the docs wskdeploy spec. docs updated as well once to reflect the actual placement (under Annotations key) as they are not supported directly under the action definition.
