Review comment:
Add a inner variable `laststPrewarmConfig`, just make it pointed to the
passed config runtime.
Because in this patch: https://github.com/apache/openwhisk/pull/4698
when received `ContainerRemoved`(may be prewarm container crashed), it will
backfill the prewarm.
