mcdan opened a new issue #78: Docker Compose Version variable is incorrect. URL: https://github.com/apache/incubator-openwhisk-devtools/issues/78 Travis build is broken due to not being able to download the docker-compose. The version number in the env variable is 1.13 but the version number on github is [1.13.0](https://github.com/docker/compose/releases/tag/1.13.0)
