On the page of README.md of this project, you can check the status of each openwhisk project to be released: https://github.com/apache/incubator-openwhisk-release#project-status. We are instantly monitoring all the Travis builds including the deployment of openwhisk and the test of openwhisk We decided to close this issue for openwhisk-release.
