rabbah commented on issue #3671: Activation id in header URL: https://github.com/apache/incubator-openwhisk/pull/3671#issuecomment-391895179 activation id needs to be unique to a namespace since it serves as part of the document id stored in the activation store (for metadata etc)... if that's satisfied i think we can do it.
