If that's the case you can still have your DNS domain as described in the documentation link and use it in different K8s clusters. Or you might decide to configure it just with a static external-ip as described in the previous section of the docs: https://cloud.google.com/kubernetes-engine/docs/tutorials/http-balancer maybe it suites you best. We never used this approach since we find it easier with the first one. Not that even with the situation of bringing K8s clusters up and down frequently you can keep the same gcloud domains since it's an independent resource in your gcloud account.
