rabbah commented on issue #3918: on "application error", return success=false, but should not destroy the container URL: https://github.com/apache/incubator-openwhisk/issues/3918#issuecomment-408951402 This is by design - all errors are treated equally and destroy the container. You make a fair point which has been previously considered: if the error is handled inside the function, reusing the container may still be wholly valid.
