rabbah commented on issue #3943: Inconsistency between action and package list actions with invalid namespace URL: https://github.com/apache/incubator-openwhisk/issues/3943#issuecomment-410717499 the reason - for the sake of discussion - is that you can query any namespace for its list of public packages. the controller does not confirm the presence or absence of a namespace when listing packages since returning `[]` is also a valid response (the namespace has no shared packages).
