I did a fresh install onto a Docker for Mac kube cluster and was able to execute your command > `wsk -i trigger create five-mins-data --feed /whisk.system/alarms/alarm --param cron "*/5 * * * *" --param trigger_payload "{\"tags\": [\"test_key\",\"test_value\"]}"` successfully without doing anything else first. Could you do `wsk -i action get /whisk.system/alarms/alarm` to verify that the action was installed correctly into the system namespace?
