If so, we can specify it to "openwhisk" during openwhisk depoyment, no matter what user logs into the VM. The worst case is that in jenkinsfile, we access openwhisk1, openwhisk2 and openwhisk3 individually and install the services separately. Let's wait for the response from apache infra team first.
