It consist of time spent in kafka + time spent allocating a container. Further for sequences the `waitTime` is recorded as zero https://github.com/apache/incubator-openwhisk/blob/658516e6db1bf65ea4bd82e2b5e1ef10f69e0391/core/invoker/src/main/scala/org/apache/openwhisk/core/containerpool/ContainerProxy.scala#L734-L740 For setups where Invoker is using a container orchestrator like k8s or Mesos the container allocation time may be a significant component for cold starts. It would be useful to capture this time in activation and also make it part of user events
