[~owen.omalley] FYI, my favorite test zone is {{America/Bahia_Banderas}},
especially because it had offset change on 1970-01-01 00:00.
We use this zone as the default test zone in Presto
(https://github.com/prestosql/presto/blob/39c8d139e37a4e3fd0f3bb6cb4964b2f5db4581d/pom.xml#L62-L69)
(Of course we run certain tests in other zones as well.)
