Created a repo to start with [https://github.com/mystic-lama/orc-format-init]
Currently it has specifications and proto file. As of now, able to generate the
protobuf classes in Java.
If this looks like a step in right direction, we can start on the next steps.
Perhaps to get a repo created and can send the PR from the above repo.
