This task is to refactor (or add) new TestKeyManagerImpl unit test class to
verify all the corner cases. Presently, this unit test uses stale
{{KeyManagerImpl#createDirectory}} and {{KeyManagerImpl#createFile}} APIs and
many other stale APIs.
