[~arp] We have some customers want to change from HDFS to Ozone, so we need to
support them the HDFS API, for example truncate and append. The use case for
truncate in HDFS like follows (copied from HDFS design). I also find hbase use
[truncate|https://github.com/apache/hbase/blob/0b6d6fd773cf75dc49151975ed0b4ee82c741f59/hbase-server/src/main/java/org/apache/hadoop/hbase/master/replication/SyncReplicationReplayWALManager.java#L284]
