Description: Add the new OM request that will be used to prepare the OM for
upgrade. In the applyTransaction step for this request, set the prepare flag,
taking a snapshot, purge the log, and creating a marker file with the prepare
request's transaction log index. This transaction log index will be returned in
the response to the caller. (was: Add the new OM request that will be used to
prepare the OM for upgrade. In the
OzoneManagerStateMachine#preAppendTransaction (on the leader OM), this involves
turning on the prepare flag to only allow cancel or prepare requests through.
In the applyTransaction step for this request (on all OMs), this involves
setting the prepare flag, taking a snapshot, purging the log, and creating a
marker file with the prepare request's transaction log index. This transaction
log index will be returned in the response to the caller.)
