Recently Ratis API has changed and {{RaftServerImpl#getRoleInfoProto}} is no
more public, this has affected the {{SCMHAManager#getPeerIdFromRoleInfo}}
implementation.
{{SCMHAManager#getPeerIdFromRoleInfo}} has to be re-implemented.
