Description:
This dead lock is found when trying to replace the MockRatisServer with single
server SCMRatisServer in MiniOzoneCluster.
It can be reproduced by case
TestContainerStateMachineFlushDelay#testContainerStateMachineFailures, by
replacing the mock ratis server with the real one.
