HDDS-3698 adds support for non-rolling upgrades in Ozone. HDDS-2939 creates the
structures and metadata layout required to support efficient FS namespace
operations. This will need to be integrated into the upgrade framework so that
it is not used until an upgrade of the cluster is finalized.
