Currently, https://issues.apache.org/jira/browse/HDDS-4773 adds functionality
to download a Rocks db checkpoint from leader node. The idea here is to add
functionality to install the downloaded checkpoint and reinitialise
SCMStateMachine with latest downloaded checkpoint.
